Late in 2025, on 12 November, a significant regulatory change affecting the health sector appeared in Turkey’s Official Gazette. Where health advertising had previously faced limits on wording and on which images could be used, late 2025 brought every form of digital advertising inside the ban. For health clinics that work through advertising, it forced a difficult and unavoidable transition.

A large part of the restrictions published in the Official Gazette applies to advertising inside Turkey; promotion and advertising for health tourism abroad remains free. So what can you do with your commercial pipeline under these restrictions?

1 – Focus on Markets Abroad

Advertising aimed at countries outside Turkey is still allowed, and Google Ads can be used through this period. The list below is there for you to audit whether your clinic’s digital presence complies with the new regulation published in the Official Gazette.

1. Google Ads and Paid Advertising

  • [ ] Ads targeting Turkey: have all Google Ads campaigns (search, display, YouTube) aimed at users inside Turkey been stopped?
  • [ ] Health tourism ads: has “Turkey” been definitively excluded from the targeting settings on your international campaigns?
  • [ ] Language: has the ad content for abroad been prepared in a language other than Turkish?
  • [ ] Mandatory logo: has the “HealthTürkiye” logo been added visibly to the international ad creative?
  • [ ] New opening exception: if your practice has just opened, are you running announcement only advertising in line with the “first 30 days” rule?

2. Social Media Management

  • [ ] Interaction settings: have comments and the display of likes been turned off on posts showing a medical procedure or image?
  • [ ] Sharing limits: has the ability for patients or followers to repost clinic content on their own profiles been disabled?
  • [ ] Wording check: have demand raising, commercial phrases like “the best”, “the cheapest”, “guaranteed results” and “completely painless” been cleared out of the post copy?
  • [ ] Price information: has the sharing of prices or campaign announcements, on the profile or through automated DM replies, been stopped?

3. Website and Image Use (SEO)

  • [ ] Before and after images: is there any filter, makeup or digital intervention in the images? (If so it has to go; the images must be natural.)
  • [ ] Dates: has the date the photo was taken and the date of the procedure been added under the case photographs?
  • [ ] Mandatory warning: has the line “results may vary from person to person” been added at the foot of pages describing surgical and interventional procedures?
  • [ ] Scientific basis: have the current academic references or scientific sources for the information in your blog content been stated?
  • [ ] Contact details: is what leads on the website purely informational, the address, contact details and areas of specialism?

4. Local SEO (Google Maps)

  • [ ] Review management: do your replies to patient reviews on Maps avoid promising medical procedures or carrying advertising?
  • [ ] Service areas: does the service list on your Maps entry match the areas of specialism stated on your license exactly?
